Joe Carter is not an environmentalist. He's a conservationist, a man with a mission to educate the people of South Carolina about the problem of dwindling resources and overdevelopment. A businessman himself, his goal has never been to impede land development but to work with developers to create low-impact, sustainable sites capable of coexisting with South Carolina's native species.
